What is Program?


In LWV, program is the education and advocacy platform adopted by members to empower voters and defend democracy.

What is the program selection process?


Every February, LWV-CC members may participate in a local program planning meeting to propose topics for study or action in the next LWV-CC year. These are the categories. The board votes on program recommendations, and then the LWV-CC membership votes at the annual meeting in May.

  • New Study: Send a title and describe the areas to be explored.
  • New Action Plan: Send a title and describe the actions to be taken. Usually actions are related to positions already held at the national, state, or local level.
  • Review/Update a Position: State why a current local position should be updated. Perhaps new issues have emerged or the goals have been achieved.
  • Amend a Position: Propose a minor wording change to a current local position.
  • Concurrence with another Local League's Position: Suggest the adoption of another local league's position. State which league, which position, and why.


Every even year in January, LWV-CC may propose topics for LWVTX program. The LWVTX board votes on program recommendations, and then the state-wide delegates vote at the even-year April state convention.


Every even year in January, LWV-CC may participate in a survey to help inform the LWVUS program. The LWVUS board votes on program recommendations, and then the nation-wide delegates vote at the even-year June national convention.

How are positions formed?


Advocacy can only be done based on positions from the local, state, or national level.

Here is the process for LWV-CC to form a position.

  • Initiate a Study – Members propose a study during program planning, the board votes to recommend it, and then the general membership approves it at an annual meeting.
  • Perform a Study – A study committee gathers information and publishes a summary in a ‘Facts and Issues’ document.
  • Consensus – Members discuss the study, and a position is created based on consensus.
  • Adopt – The board votes to recommend adoption of the position, and then the membership votes to adopt the position at an annual meeting.
